"Talk to people." This is important. Also, listening to them. Do planners even ask people what people want? Like the "street people" issue downtowns have; has anyone from the city asked the street people what they really want? I bet they haven't.
We live in a 1979 vintage apartment building with the original sliding vinyl double-pane windows, now 'functioning' as single pane. Three years ago we installed Indows, to moderate comfort and winter heat loss through leakage and drafts. A side benefit was the substantial noise reduction from the arterial road with many siren-equipped emergency vehicles. A stop-gap solution until renovation, but the noise on the balcony didn't change!
